President’s Message

“Activities by the New JAXA related to the promotion of Gender Equality”

Japan Aerospace Exploration Agency (JAXA)
Mr. Naoki Okumura, President

JAXA has been promoting gender equality by joining the “Support Project for Research Activities Promoted by Female Researchers” last October 2013, with support from the Ministry of Education, Culture, Sports, Science and Technology. The theme of “gender equality” is an issue not only for JAXA but also for all cultures throughout the world. This issue is deemed to be especially important for Japan, as opportunities to participate in social activities are relatively limited for Japanese women compared with their counterparts in foreign countries. Since last year, I have taken the initiative of promoting the activities of “the New JAXA” that support this theme, and I will continue to do so because I consider these events to be extremely close to the goals of the New JAXA. In particular, I focus on two issues, namely, “invigorating the workplace” and “engendering a fulfilling family life.”
As of April 2014, female employees at JAXA comprise over 15% of the total number of permanent employees. However, female employees account for only 3% of the management staff, which is responsible for ensuring the development of the working environment. JAXA must continue to consider and evaluate the capabilities of its male and female employees to ensure that employees fulfill their duties and use their capabilities to the utmost level.
I believe that employees cannot give their best at work if they do not have a fulfilling family life. Indeed, family life is sure to be enriched if both men and women strive to understand each other deeper and work as a team. Further, partners must share and join hands in solving inter-generational issues, such as raising children and caring for elderly parents. I will strive to implement policies that will improve the working environment by addressing life events and by ensuring appropriate work?life balance, which will doubtless benefit the activities of JAXA.

December 2015, I approved the “Declaration on Action” by a group of male leaders who will create “A Society in which Women Shine” supported by the Gender Equality Bureau of the Cabinet Office.Three pillars of the Declaration namely “taking actions and sending messages ourselves”, “disrupting the status quo”, and “developing networking” are corresponding to our goals; therefore, we will actively support and promote women’s active participation.
